The International Mission for Monitoring Haitian Elections (IMMHE) was established on June 16, 2005, during an international forum held in Montréal. The forum brought together representatives of independent electoral management bodies from around the world to discuss election preparations in Haiti and determine what role the mission would have in monitoring the upcoming elections.

A steering committee comprised of members from eight of these independent electoral management bodies was established. The steering committee will review assessments from the mission's expert evaluations and on-site monitoring for Haiti's parliamentary, presidential and municipal elections.

The mission will publish a final report that will assess key areas in Haiti's electoral process. The report will be shared with Haiti's Provisional Electoral Council (CEP) and posted on the IMMHE Web site.
